Only the "owner" of the farm can add payment information, devices and subscriptions.
The owner is the person that started the farm or the person that has been assigned the role as owner by the former owner of the farm.
If you want to give the ownership to another member of the farm you go to Menu --> Manage Farm --> Give Ownership
